Rural Development Issues PN Containing Management Fees for FY 2011

Today, Rural Development (RD) published Procedural Notice (PN) 441 which contains the schedule for management fees that will be paid for RD properties beginning January 1, 2011. Management fees will increase $2.00 per occupied unit over fees permitted in 2010.

On July 26, 2010, a broadcast email was sent to all CARH members regarding the proposed increase. However, in this email we indicated that the increase would not be official until the PN was issued. The national RD office indicated that unlike last year, they did not intend to have the state offices conduct a survey. CARH urged RD to consider and adjustment similar to the OCAF adjustment used by the Department of Housing and Urban Development (HUD). The $2.00 increase is comparable, and in some instances above, what would have been allowed with the OCAF.

Tax Credit Percentages

  • Previous Month's Credits

    The IRS publishes monthly credit percentages that apply to low-income housing tax credit buildings placed in service that month.  There are two rates:  the 70% present value credit (PVC) and the 30% present value credit.  The maximum 70% rate is available for low-income new construction and substantial rehabilitation expendiretures that are not federally subsidized.  The maximum 30% rate applies to acquisition expenditures and to federally subsidized low-income new construction or substantial rehabilitation expenditures.

    *Note: The Housing and Economic Recovery Act of 2008 provides for a flat minimum percentage of 9% for the 70% present value housing credit for projects placed in service after July 30, 2008.
